A Hawaii PCS punishes procrastination more than any stateside move. Everything crosses an ocean, and two of the clocks — your pet's rabies paperwork and your household goods — start ticking months before you fly. Here's the whole move as one staged checklist. Dates are anchored to your flight, not your report date, so adjust if you're taking leave en route.
One thing before the checklist: if you have a dog or cat, the pet timeline is the long pole in the tent. The FAVN blood test and its 30-day waiting period can't be compressed, and if you miss it your pet sits in quarantine. Start that piece the day you see orders on the horizon — even soft orders. 120–90 days out
- Get your pet microchipped, verify two lifetime rabies vaccines given more than 30 days apart, and have your vet draw blood for the OIE-FAVN test. The waiting period is 30 days from the day after the approved lab receives the sample — and vet appointments, shipping, and lab processing add weeks on the front end. This is why you start now.
- Read the Hawaii Department of Agriculture checklist for Direct Airport Release and 5-Day-or-Less end to end. Once.
- Schedule your household goods (HHG) shipment through the Defense Personal Property System the moment orders are in hand. Ocean HHG shipments to Hawaii typically run 8 to 12 weeks, longer in peak season (May–August). Your transportation office is the authority on your dates.
- Book your Vehicle Processing Center (VPC) appointment through PCSmyPOV — 60 to 90 days ahead is the working recommendation for turn-in slots.
- Start watching flights and decide whether the family travels together or staggered.
90–60 days out
- Mail the pet paperwork package — Form AQS-279, original rabies certificates, and payment — to the Animal Quarantine Station. Documents must arrive no less than 10 days before your pet does, per the state checklist, but earlier is better; confirm receipt by phone.
- Book your pet's flight. Cargo options to Honolulu are limited and summer heat embargoes are real — see the Bringing Pets page before you buy any human tickets.
- Schedule unaccompanied baggage (UB). It moves faster than HHG — often a few weeks — so load it with kitchen basics, kid gear, and uniforms.
- Decide on the second car: ship it commercially (your entitlement covers one POV) or sell it and buy on-island. The math is on the Shipping Your Car page.
- If you have school-age kids, contact your branch's School Liaison Officer and read up on Hawaii DOE enrollment for military families.
60–30 days out
- HHG pack-out happens in this window for most families. Photograph everything, keep high-value serial numbers, and hand-carry documents, medications, and anything you can't live without for three months.
- Turn in the government-shipped POV at the VPC. From vessel sail date, Matson quotes an average of 9–24 days to Honolulu; plan on a car gap at both ends.
- Set up mail forwarding, notify banks and insurance, and get an insurance quote that will be valid in Hawaii.
- Book temporary lodging for arrival. On-base lodging around Oahu fills fast in summer — book the day you have flights.
30 days out to wheels-up
- Vet visit inside 14 days of arrival: health certificate and the required tick treatment (a product containing fipronil), both spelled out on the state checklist.
- Confirm the Animal Quarantine Station has your complete pet file and your pet's eligible-for-entry date is on or before your arrival date.
- Time the pet's arrival for airport inspection hours (roughly 8:00 a.m.–4:30 p.m. at Honolulu, per the HDOA FAQ) so you're not waiting overnight for release.
- Hand-carry: orders (many copies), pet file copies, vehicle shipping documents, birth certificates, school and medical records, and enough clothes for two weeks.
Arrival to 30 days after
- Check in, then get to the housing office early — Temporary Lodging Allowance (TLA) in Hawaii runs up to 60 days while you find housing, with recertification requirements if you're still looking.
- Pick up your POV when it lands; get the Hawaii safety check and handle registration or an out-of-state permit within 30 days through the Honolulu DMV.
- Enroll kids at your home school, or file a Geographic Exception if you're aiming for a different one — process and timing at the Hawaii DOE.

The housing decision
The biggest financial call of this whole move happens in those first 60 days on TLA: rent, live on base, or buy.
